Abstract
The article is devoted to the characteristics of the administration of the provincial administrative and financial bodies of the Russian Empire - state-owned chambers. A search for scientific publications on the topic of the research was conducted and it was found that the organization of the record keeping of state-owned chambers did not find a comprehensive reflection in the writings of modern scholars. It was determined that the Treasury had a wide range of activities and tasks performed by the wards. It was found that each ward had certain functions, including recordkeeping, since the management activity of the institution was to some extent reflected in the documents. The main stages of the workflow in the institution are also defined. The office functions of the wards as well as the general presence are characterized. An overview of the input and output documentation based on the archival materials of the Kyiv Treasury Chamber has been carried out. The organization of work with the documents was carried out on the basis of imperial initiatives, as evidenced by the clear implementation of the legal records of the Russian Empire. To exercise control over the documents of each department, appropriate registration logs were created to help inspect the activities of officials and the whereabouts of affairs in the organization – this served as a definite guideline in a significant array of documents. Also provided is a description of desktop logs as an element of the reference apparatus and control over work with documents. The list of details of the forms of documents with an angular location and the purpose of the implementation of office management and reporting – «General institution of ministries» are determined. The described stages of the document’s life cycle and the main aspects of introducing the unification of the office processes of the Russian Empire in order to increase the efficiency of public administration. It was established that the state chambers were institutions in which a significant diverse documentary array was concentrated, in particular documents on personnel matters, protocols, decrees, accounts, estimates, sheets, reports, prescriptions, certificates, reports, etc.
