Abstract
World society is in the transformation process manifesting itself at different levels, in different forms; reaches different levels of depth and intensity; leads to both positive and negative consequences. One of the negatives is the decline in living standards of the majority of the population, and the positive is the active search by a person for himself in this new «digital» world. New ways of thinking, new skills and ideas provide the modern progress connecting people into groups, classes, societies, capable to new development. The purpose of the paper is to study the system of forming creative class as innovators of thought, idea, innovation, progress. The essence of the concept of «creativity» is explained by means of indicators of information, ideas, creation, knowledge and innovation. The study shows the increased attention of scientists to the creativity concept as a process that has covered world development. Therefore, the author concludes that the regularity of the concentration of the investigated phenomenon under the transformational conditions ensures the «optimal» search and intensifies the transition to the «knowledge economy». Analyzing the forms of application of creativity, the author draws attention to the final product – innovations, which have given the beginning for development of the creative industries, thus there was the process of forming creative class. The article describes the system of forming creative class and creative industries as important mechanisms for overcoming the problem of transition from industrial to information economy, as a form of new employment of the population, as a direction of uniting creative, initiative, talented and ideological people. Studying the process of functioning of the creative industries the author draws attention to their combination with the system of «smart specialization», which as a result provides the transition to the information economy. The creative industries provide the development for forming the creative economy that has been considered as a new model of growth by means of human capital. The author argues that the effective combination of human capital with the elements of «smart specialization» guarantees the modernized development of the regions and facilitates the influx of investment in both economic and social processes, thus ensuring the formation of socio-economy. In socioeconomics, creativity is considered as a formative element ensuring the personal becoming of a man with the priority of «being», not just «having». As a result of the research, it has been found that the process of forming creative class and developing the creative economy depends chiefly on a man, society and effective public policy
