Abstract
The article outlines the prospects for the development of vocational education in Ukraine in the context of public policy, analyzes the systematic changes in the role of vocational education in society, which are characterized by the globalization of the educational space, the increasing demand for higher education. The main problems of development of vocational, technical and higher education in Ukraine were substantiated and directions of its reform were outlined. Particular role in the article is given to the practical orientation of higher education to the prospective needs of the labor market, which consists in the development of a real mechanism of tripartite interaction of the state, namely: employers, educational institutions, management of the system of vocational education in Ukraine. Strategic approaches to solving problems of vocational education, its role and place in the system of development of national education in the labor market are determined. It is noted that for the effective functioning of vocational education in Ukraine, the problem of improving its normative-legal base is important, and the use of the normative-legal mechanism of state management of vocational education is a necessity. The study analyzes the norms of implementation of the National Strategy for the Development of Vocational Education, which include the following tasks: updating the legal framework of the education system; improving the structural units of the vocational education system; modernizing the content of vocational education; ensuring national education and socialization of youth; strengthening the human resources of the education system. Also specified are the legal documents that regulate the functioning and development of the network of vocational education institutions
