Abstract
The article focuses on e-government as an important mechanism to the transition to the information stage of development in Ukraine. Drawing attention to the role of e-government in adapting society to the new conditions of life, work, mode of life, communication, the author has considered the best management practices in such directions: between organs of government (G2G), between government and business (G2B), and between government and citizens (G2C). Each direction has been considered both general-theoretically and practically based on the actions of the authorities for 2018. On the basis of the analysed actions of the authorities of Ukraine on the transition to the system of e-governance, a number of problems were identified, deciding that our state will be able to provide a more effective process of entering the global information space. Special attention was given to the system of providing electronic services to the population, indicating the prevailing second level of development at the demands of a globalized world – the fourth stage of development. It was pointed out the most important problems: non-observance of the main principle for the provision of electronic services – the use of the “single window” system; on the inadequate level of functioning of the Uniform State Administration Services portal; to a low level of competence of a part of employees of CAS (Centre for Administrative Services); to the low level of CAS’s provision with standardized and certified software. Furthermore, special attention is paid to the problem of digital signature. The article stressed on the need to adopt an uniform strategy to implement electronic documents circulation with a clear its implementation; to synchronize actions of those state authorities which depends on ensuring an effective transition to the e-government system; to involve in the informatization and digitalization processes: both a controlling and stimulating force and the most active participants in the process
