Legal regulation of information activities оf the state archives of Ukraine

Abstract

The article deals with the issues of legal regulation of information activities of state archival institutions of Ukraine. In our state there was a centralized hierarchically constructed system of state archival institutions with an extensive network of local and departmental archives. This system functioned as an independent industry with a governing body that had a fairly high status. The logistical, scientifically methodological, personnel and financial support as a whole allowed not only to carry out its tasks at that time, but also to develop to a certain extent. The proclamation of the state sovereignty of Ukraine in August 1991 initiated the process of reforming the archival system. The most characteristic features of this process were democratization and decentralization. Archival information becomes more open, access to it is expanded. And this, in turn, requires a legal settlement of all the constituent elements of the system of archival institutions, including the legal regulation of information activities of state archives. Economic powers, social stability of the state largely depend on the level of skills of the population and the amount of information. Not accidentally, in the modern historical period, all civilized countries consider the priority goal of their development to preserve the spiritual heritage of the nation, enshrined in printed publications, manuscripts and other sources of information
