Abstract
The article, a comparative analysis of the sections of the State Register of National Cultural Heritage containing movable historical and cultural monuments is carried out, and the problems of their formation are identified. The comparative analysis proved the best state in terms of entering and displaying unique documents in the National Archive Fund of Ukraine, including their description and presentation of digitized copies. There are certain problems of this work, in particular, related to the clarification of the concept of «unique document of the National Archive Fund» from the point of view of legal certainty, the introduction of unique sets of documents (cases, funds, collections) to the State Register of National Cultural Heritage, the need to remove from the composition of unique documents of the NAF representatives of the Russian culture. Another example of moving monuments of history and culture, which contains the State Register of National Cultural Heritage, are the unique objects of the Museum Fund of Ukraine. Most of the descriptions of the unique objects of the Museum Fund of Ukraine are not very informative. Movable monuments such as coins and hanging seals are not represented at all. The list of objects available in this part is only a small part of the unique objects of national museums. It is desirable to present to the State Register of National Cultural Heritage unique items stored in the Odesa Archaeological Museum of the National Academy of Sciences of Ukraine, the Bohdan and Varvara Khanenki Art Museum, the National Art Museum of Ukraine, and the private Sheremetev’s Museum. Examples of items that could be included in the State Register of National Cultural Heritage are given. Despite the considerable work of the major libraries of Ukraine, in particular the National Library of Ukraine named after V. Vernadskyi, in preparing materials for the inclusion of particularly valuable and rare book monuments in the State Register of National Cultural Heritage, this section is missing. In our opinion, the main obstacle to creating a register of book monuments is the excessive number of objects to be included in the State Register of National Cultural Heritage. The authors of the article propose to determine the phasing in time of the formation of this section of the State Register of National Cultural Heritage and to significantly limit the number of included objects and grant them the status of «unique book monument»
