Abstract

The urgency of the research topic is caused by the search for the main ways of development of modern historical education. Today, the requirements for the learning process, especially in senior classes, require some systematization of methodological techniques. The interaction of teachers and students as a result of using different means of involving and processing historical documents should be aimed at developing such skills and abilities that would allow students to independently acquire knowledge from various sources and use them correctly in future activities. Involvement in the educational process of documents on the territorial and administrative development of Ukraine in the late 18th – first half of the 19th century. the empire actively pursued a policy of Russification and incorporation in the Ukrainian provinces, in particular in the right-bank ones, which had recently been annexed by the Polish-Lithuanian Commonwealth. The need to study sources on the topic of the article is also caused by the need. The human factor is called upon to play an important role in this direction, as there are cases of unprofessionalism and abuse of office in modern state institutions. In this regard, the legislative regulation of the administrative, judicial apparatus, professional and moral principles of civil servants should be reviewed. In the process of reform, one should turn to one’s own traditions as well as to the European experience
