Abstract
The publication is devoted to the study of the digital transformation of Ukraine in the perspective of the effectiveness of communication between the government and the people. At the expense of digital technologies the mechanism of openness of an information field, availability in use of information as a resource is provided. The article focuses on the positive aspects of digital transformation (approaching global technological change, improving services to the population, reducing corruption in public authorities, etc.) and the negative in the form of increasing opportunities for targeted processing of mass consciousness of people with subsequent negative manifestations: devaluation of values, hyperdeviant behavior of the population, antisocial actions. Particular attention is paid to the negative effects on young people, adolescents with subsequent neurotic manifestations. Given the massiveness of negative manifestations, the article pays special attention to the mechanisms of effective cyber-socialization of young people, people with special needs, the elderly. Emphasis is placed on the development and implementation of the National Strategy for Barrier-Free Space in Ukraine. The level of new forms of communication used is so high that the authors have dared to agree with the opinion of some scholars about the communicative revolution, about digital communication as a strategic means of development of modern society. In favor of the idea of digital communication as a basis for social revolution, the article argues: the level, quantity and quality of electronic services; human participation in the electronic payment system; the spread of the Internet, the growth of digital literacy, etc. To carry out an effective social revolution, the article pays special attention to the "proper saturation" of the information field, the need to form a model of public administration with a basic digital platform, e-government and general digitalization of society. The article pays special attention to the training of specialists responsible for communications in government agencies. The current legal framework does not cover all the basic elements necessary to ensure effective communication between government and the people, so it is worth noting the need for further research on digital transformation in Ukraine, especially with regard to technologies to improve communication between government and people
