Abstract
The article reveals the current problem of using document and communication technologies in the activities of the united territorial communities of Ukraine. In connection with the implementation of administrative-territorial reform, which is accompanied by decentralization and the creation of effective institutions of local self-government – united territorial communities, local authorities are entrusted with a number of new functions and powers. Among them, perhaps the most important are organizational, social protection and creating conditions for sustainable development of local communities. Particularly urgent in this context is the problem of document and communication support of the united territorial communities, which, in turn, depends on the proper organization and effective functioning of both internal organizational relations for the exchange of information and documents, and external – establishing effective communication with all participants in communicative interaction: public authorities, residents of associations of territorial communities, the general public, etc. The author of the article found out that in the conditions of formation and development of digital society, introduction of innovative and communicative technologies, there are cardinal changes in information activity and organizational work of public administration authorities. Therefore, the object of research was document and communication technologies in the activities of local governments. An attempt is made to analyze the current state, the positive aspects of documentary and communicative activities of local governments and the effectiveness of their use of innovative technologies. It was found that the main communication tools of interaction of the majority of united territorial communities with the public are: functioning of channels of reception of citizens' appeals (personal reception of citizens, provision of information on requests for information, electronic appeals); traditional information stands and announcements; interaction with the media; coverage of information in local newspapers, on the official website, on the Internet, social networks and YouTube video hosting.
