Abstract
The Ukrainian Holodomor scholarly discourse remains relevant and is key for contemporary Ukrainian civil society. In this context, the work of scholar Olesia Stasiuk ‘Establishment, Formation, and Activities of the Totalitarian Institution of Commissioners in the Ukrainian SSR During the Holodomor-Genocide’ is unique. The reviewed monograph is devoted to the analysis of the tools and mechanisms used by the communist leaders of the Soviet empire to establish and legitimise their power. One of these tools for establishing the communist totalitarian regime in Ukraine was the institution of commissioners, who were the practical perpetrators of the Holodomor-genocide.
