Abstract
For historical comprehension at the modern stage of development of the state of Ukraine in years it is necessary to carry out the analysis of normative maintenance of its relations with the states which have passed a way from the Russian occupation to independence, European integration processes and are skilled in construction and realization of own personal political course, introduction of legal and social values. The aim of the research was to determine the mutual influences of normative provision of formation of interstate relations of Ukraine and Latvia and social and political life of society. The article reveals the main political, economic and humanitarian aspects that influenced the formation of the contractual framework between Ukraine and Latvia in 1992-2019. The influence on the fundamental principles that guided Ukraine and Latvia in the process of formation of treaty legal relations during the research period is emphasized, namely the sovereign equality, rejection of the use or threat of force; steadfastness of borders and territorial integrity; peaceful settlement of disputes, noninterference in internal affairs; respect of human rights and fundamental freedoms, equality and rights of nations to their destiny and their way; mutual beneficial cooperation; conscientious fulfillment of international obligations; the right of peoples to self-determination in accordance with international treaties. It is emphasized that during the study period friendly relations between the two states have been established, treaty legal documents signed between them are determined by the legal quality and political agreement, with maximum consideration of international treaties and the national interests of both countries. It is stated on the example of the relationship between the socio-political context and the law as social phenomena. However, in the course of bilateral cooperation between Latvia and Ukraine a number of problems have also been found, which nowadays require immediate solution in the legal field. In general, the study proves that the level of Ukrainian-Latvian treaty-legal obligations is rather high, due to which there are prospects for deepening and development of relations in political, trade and economic, humanitarian, educational, tourist and cultural spheres
