Izmail archives’ information resources of the Russian empire period

Abstract

The article evaluates the information resources of the Public Institution «Izmail Archive» related to the pre-Soviet period of 1812 – 1940. Izmail archive, as an official institution for the preservation of documentary data, was established in 1940. The archive has undergone many transformations during its history: initially it was the Akerman regional state archive of the People’s Commissariat of Internal Affairs, nowadays it is the Branch of the State Archive of the Odessa region in Izmail city. The current status of the archive is active and the staff has successfully been carrying out scientific popularization and research activities since 1997. Today the Public institution «Izmail archive» possesses a unique collection of the memory of previous generations and the history of the Danube region. The archives’ funds (which are the part of the National Archives Fund of Ukraine) contain 280,641 files. The archival funds of the Public institution «Izmail Archive» are conventionally divided into two periods: pre-Soviet and Soviet ones. 995 funds belong to the pre-Soviet period, in which there are 111 096 cases related to the period of 1812 – 1940. In the research, only the part of the funds from the so-called pre-Soviet period, namely, materials related to the period of the Russian Empire (from 1812 to 1917) has been analyzed. The author has distinguished 6 large subgroups in the structure of the Public institution «Izmail Archive» of the period before 1917. These are funds of administrative institutions; the institutions of city, estate and zemstvo (land) of self-administration; police, gendarmerie and judicial institutions; military institutions; customs and quarantine institutions; educational institutions. A significant part of the documents that are stored in the Public institution «Izmail Archive» are unique in its nature and of vital importance for historical researches. These are real documents signed by the Governor-General of Novorossiysk and Bessarabia Mikhail Vorontsov; the founder of Izmail and its first mayor Sergei Tuchkov; The chief trustee of the trans-Danube settlers in the Southern of Russia Ivan Inzov. In addition to historical and statistical importance, the materials of the archive funds are valuable for the study of sphragistics, metrology, diplomacy, paleography, etc. Modern methods of studying, preserving and processing archival materials allow the researchers reconstructing the history of this region better and more accurate as well as learning the lessons of history in relation to the content of the social functions of science in society
